Tobacco Control

The Tobacco Education and Research Oversight Committee (TEROC) makes program and budget recommendations to the California Legislature pertaining to California tobacco control efforts, and advises the California Department of Public Health, the University of California, and the California Department of Education regarding the administration of Proposition-99-funded programs.

TEROC publishes a Master Plan for tobacco control efforts, tobacco-use prevention education, and tobacco-related disease research in California every three years.

The plans goals for Prop 99-funded tobacco-related research are to:

  • Strengthen the state’s tobacco control program
  • Eliminate disparities in all aspects of tobacco control
  • Decrease second-hand smoke exposure
  • Increase utilization of cessation services
  • Limit tobacco industry products, activities and influence
