TRDRP New Tobacco Control Policy Initiative

 


SUBJECT OF THE RFQ: “The Cost of Smoking: Understanding the Impact of Declining Proposition 99 Revenues and Reduced Funding for Tobacco Control Programs in the State of California”

The Tobacco-Related Disease Research Program (TRDRP) of the University of California, Office of the President is requesting the submission of qualifications from California public health and public policy researchers to conduct a rigorous independent investigation on the impact of declining Proposition 99 dollars. It is suspected that with reduced funding to support tobacco control programs, enact local and state-wide clean indoor and outdoor air policies, initiate relevant tobacco control research, and maintain and expand educational programs, that many of the gains of the last 20 years may be lost. Specifically, this investigation of declining support for tobacco control should determine and document the actual cost to the State of California, both in terms of lives and monies lost. Moreover, this investigation must also determine if there has been or will be a differential and disparate impact of declining tobacco control funding on California’s multiracial, multiethnic and other priority populations.

There will be up to $200,000 in funding available for this Research.

The research under this new tobacco control policy initiative could include:

  1. An economic analysis of the cost to the state if smoking prevalence were to rise (by 2%, by 5%, by 7%, etc.).
    This analysis would include cost in terms of increased morbidity/mortality and in terms of increased economic
    costs of health care.
  2. A cost-effectiveness analysis and assessment/modeling of the impact of various tobacco control and education activities/interventions on smoking prevalence and the impact if specific tobacco control efforts were to decrease
    or be eliminated; both overall and by various populations.
  3. An estimation of the differential and/or disparate impact of declining revenues on California’s diverse populations.
